Common water hyacinth popularly known as kachuripana in Indian Language. It is to be said that during 18th century Lady Hastings the wife of first British governor general, enchanted by the beauty of this flower and brought in India. The other side of this coming of common water hyacinth is that it has covered most of the water bodies even the rivers where the water velocity is less.

In the third world countries where the daily income is a struggle for daily expenses, I have a justified solution for this- as describe below.
Administration: Govt administration available in all the places through the country.
Fisheries and animal husbandry: The third world countries either based on agronomy or Meat butler or supply to the European countries.
Poor income: In spite of hard labour they earn very little per capita.
Population explosion: Though the rate of death is higher still the population explosion is an issue in most of the countries under third world lebel.
Limitations in exporting our products:
With our Existing infrastructure like panchayat, DC office, Nagar Nigam, Municipality, Town committee, Police stations, Agricultural universities, Govt Agricultural office and Department of Fisheries or Mobile Kriishi Vigyaan Kendra (Motorable) Like Mobile ATM (proposed herewith) we can have a six years plan with zero extra investment or Fund release.

It’s a simple planning, where the local fisherman, fisheries owner will be benefited for first 4 years of slot (2years + 2years.)
We are going to set following standards for cleaning the river.
We shall divide the river in standard width as per fisheries norms as figure below.
During 1st and 2nd year- divisions 2, 4, 6, 8, 10 and 12 will be tender to interested local parties who will do all the work of their own arrangement- no sub contract will be allowed... One bidder will be allotted only one bed…

Govt or Local bodies will allot the technical know how and alternate River Bed only to the bidders.
Fish seed food will be arranged by the bidders only.
Prospect of this cultivation
As it is a river, once the alternate beds are cleaned the flow will start slowly.
Fish will grow in running water…
Total size and the fish seed and mature fish quantity as per Fisheries Department calculation will be set as goal to the bidders as mentioned in bid documents.
Variety of Fish seed will be decided & supplied by the Fisheries department to make it profitable one. Bidders have to purchase from Govt. department only… or as decided by the Local Bodies/ Govt Organizations.
During 3rd and 4th year- division 1, 3, 5, 7, 9 and 11 will be tender for same purpose as describe in clauses here-in-before.
In addition to the above the adjacent divisions will have to be maintained cleaned by the bidder but no fish culture will be allowed in divisions 2, 4, 6, 8, 10 and 12 for excess breeding of fish
However, theft of Full Grow Fish is an issue always. Administration may arrange for the security of the cultured fish till marketed… on nominal fees as set by Local Bodies. As within the Town or city Rivers are mostly fenced for security reason it will be less tedious to security arrangements.
How ever other unforeseen hazard an insurance of the product till marketing will be arrange by the department during Acceptance of Tender.
5th and 6th year will be the maintenance year to keep clean the River only. In no case it will be tender further.
Though it is prepared after the preliminary study of River Kalang, (Nagaon Dist), Assam, India and few other rivers and Lakes in USA, Australia and New Zealand for Cleaning and maintaining…But I have prepared this standard specially for populous countries of the third world.
Hi benefit is not less but I would like to say that habit will grow among the citizens not to through polyethene and other debris in River.
